The EU is seeking unlimited trade in energy and raw materials, according to a document the European Commission prepared a year ago. Most exports of US energy currently require approval from the Department of Energy, unless stated otherwise in foreign agreements. Environmentalist organizations have expressed concern that the changes the EU is seeking are being driven by large oil companies.
